TOURNAMENT RULES

2023 Pownal Markan Woodmillers Memorial Tournament Official Rules


1. PLAYING RULES

  1. The current Hockey Canada Rules and Hockey PEI guidelines will apply for all games.
  2. The referee’s decision on playing rules will be final.
  3. The Tournament Rules Committee will rule on matters relating to the Tournament and their decisions shall be final.
 

2. PLAYERS
  1. All players must be registered with the Minor Hockey Association represented by their team.
  2. A player may only play for one team throughout the tournament.
  3. A team will be allowed to dress a maximum of nineteen players including two goaltenders. All AP players shall be listed on the team’s first game’s roster (i.e. entered in the GameSheet app). 
  4. A team’s roster may be adjusted with the approval of the Tournament Rules Committee.
  5. In the event of an injury to a goaltender during Tournament play, and the team does not have an alternate goaltender dressed, the team will be given five (5) minutes to dress another player as goaltender. The game will continue after the five (5) minutes have expired.
 

3. GAMES – Round Robin
  1. The U9 AA Division will play following the current Hockey Canada Rules and Hockey PEI guidelines for half-ice hockey. Games will consist of two (2) twenty-five (25) minute periods (straight-time) with a four (4) minute warm up. 

    For all other divisions: 
  2. A four (4) minute warm up will commence once the ice flooding has been completed. 
  3. Each game will consist of three (3) twelve (12) minute stop time periods with a flood prior to each game. 
  4. If there is a goal differential of five goals or more at any time during the third period, the remainder of the game shall be straight time (regardless of subsequent goals scored reducing the differential below five goals prior to the completion of the third period). 
  5. Two (2) points will be awarded for a win, and one (1) point per team for a tie.
  6. There will be no overtime in Division Play. All ties will remain as ties.
  7. No time outs will be permitted during Division Play.
 

4. GROUP AND DIVISIONAL TIE BREAKING FORMULA

These are applied in order of occurrence and as applicable.
 
Two Teams Tied
 
1. If two teams tie:
1.1 Record between two teams tied (head to head).  
1.2 Team with the most wins from all round robin games.
1.3 Largest goal differential from all round robin games (maximum of 5 goals per game).
1.4 Least goals scored against from all round robin games.
1.5 Most goals scored for all round robin games.
1.6 The team that scored the earliest in the game between teams tied. 
1.7 The team that scored the earliest in their first tournament game.
1.8  Coin toss.

Three or More Teams Tied

2. If three teams or more tie:
2.1 The team with the most wins from all round robin games.
2.2 Largest goal differential from all round robin games (maximum of 5 goals per game).
2.3 Least goals scored against from all round robin games.
2.4 Most goals scored for all round robin games.
2.5 The team that scored the earliest in their first tournament game.
2.6 The team that scored the earliest in their second tournament game. 
2.7 Coin toss.
 
5. CROSS-OVER AND CHAMPIONSHIP GAMES
  1. Duration: three (3) twelve (12) minute stop time periods. If goal spread is five (5) goals or greater at any time during the third period, the remainder of the game shall be straight time.
  2. The U18 AA Championship game shall be played at three (3) thirteen (13) minute periods.
  3. Divisional play rules apply. Except that each team will be allowed one 30 second time-out.
  4. In the event of a tie, a five (5) minute sudden victory overtime will commence immediately following the third period (teams do not change ends). Teams will play 4 v 4.
  5. In the event that the game remains tied, the game will be decided by a shootout as follows:
    1. Each team shall submit three (3) shooters.
    2. The home team will shoot first and the team with the most goals after three shooters will win the game.
    3. In the event the game is still tied, the game will be decided by sudden victory shootout as follows: Each team shall submit one (1) shooter. The home team will shoot first. This will continue until one team scores and the other does not. Coaches may not select a shooter twice until all skaters have been selected.
6. PENALTIES
a. All Penalties shall be served as per Hockey Canada Rules.
 
b. All suspensions will be per Hockey PEI Minimum Suspensions Guidelines. Players and team officials are advised that all suspensions earned in this tournament will be reported to Hockey PEI who may take additional action if warranted.
 
c. Any Player or Team Official receiving a Match Penalty will be suspended from further Tournament Play.

d. Penalties assessed when the clock is running on straight time shall be served as follows:
i.   Penalty time begins with the drop of the puck
ii.  Minors - three (3) minutes
iii. Majors - seven (7) minutes 
 
e. There will be no protests. Any problems or concerns are to be brought to the Tournaments Rules Committee.


7. GENERAL

a. All teams should be prepared to play immediately upon completion of the preceding game to a maximum of twenty (20) minutes ahead of the scheduled game time.  

b. Teams should have two sets of contrasting sweaters. Home team shall wear white. In the event that teams present themselves with similar sweaters, the visiting team will be required to change. 

c. Teams listed on the right of the master schedule are the home teams for round robin play. 

c. Higher ranking team is the home team for all playoff games.
 

 

2023 DIVISIONAL ALIGNMENT  
 
U9 AA:  

  • 8 Teams  
  • 1 Pool  
  • No Playoff Games  


U11 A:  

  • 8 Teams  
  • 2 Pools (A & B) 
  • Each team plays three (3) Round Robin games within their pool. 
  • The top two (2) teams, from each pool, will advance to the Playoff round (total of 4 teams). If necessary, tie-breaking formulas as determined by the Tournament Rules (listed above), shall determine the seeding of the top two (2) teams in each pool. Semifinals will be played as 1A v 2B and 1B v 2A.  
  • 2 Semifinal winners advance to the Championship Game (highest ranked remaining team will be the home team).  


U11 AA:  

  • 8 Teams  
  • 2 Pools (A & B) 
  • Each team plays three (3) Round Robin games within their pool. 
  • The top two (2) teams, from each pool, will advance to the Playoff round (total of 4 teams). If necessary, tie-breaking formulas as determined by the Tournament Rules (listed above), shall determine the seeding of the top two (2) teams in each pool. Semifinals will be played as 1A v 2B and 1B v 2A.  
  • 2 Semifinal winners advance to the Championship Game (highest ranked remaining team will be home).  


U13 AA:  

  • 12 Teams  
  • 3 Pools (A, B, C) 
  • Each team plays three (3) Round Robin games within their pool. 
  • The top teams in each pool (3 teams in total) shall advance directly to the Semifinals. If necessary, tie-breaking formulas as determined by the Tournament Rules (listed above) shall determine the winners.  
  • Quarterfinal games will be played #1 v #2 wildcard teams. The top two (2) Wildcard teams, across all pools will qualify for the quarterfinals. If necessary, tie-breaking formulas as determined by the Tournament Rules (listed above), shall determine the seeding of the top two (2) Wildcard teams. 
  • Semifinals shall be played as #1 vs lowest remaining seed and #2 v 2nd lowest remaining seed (based on round robin play).
  • 2 Semifinal winners advance to the Championship Game. (highest ranked remaining team will be home).  


U15 AA:  

  • 12 Teams  
  • 3 Pools (A, B, C) 
  • Each team plays three (3) Round Robin games within their pool. 
  • The top teams in each pool (3 teams in total) shall advance directly to the Semifinals. If necessary, tie-breaking formulas as determined by the Tournament Rules (listed above) shall determine the winners.  
  • Quarterfinal games will be played #1 v #2 wildcard teams. The top two (2) Wildcard teams, across all pools will qualify for the quarterfinals. If necessary, tie-breaking formulas as determined by the Tournament Rules (listed above), shall determine the seeding of the top two (2) Wildcard teams. 
  • Semifinals shall be played as #1 vs lowest remaining seed and #2 v 2nd lowest remaining seed (based on round robin play). 
  • 2 Semifinal winners advance to the Championship Game. (highest ranked remaining team will be home).  


U18 AA:  

  • 6 Teams  
  • 1 Pool 
  • Each team plays three (3) Round Robin games. 
  • The top four (4) teams, advance to the Semifinal games. If necessary, tie-breaking formulas as determined by the Tournament Rules (listed above), shall determine the top 4 teams.  
  • Semifinals shall be played as #1 vs #4 and #2 vs #3.  
  • 2 Semifinal winners advance to Championship Game (highest ranked remaining team will be home).  


 
TOURNAMENT RULES COMMITTEE
The Tournament Rules Committee reserves the right to modify any rule herein that is deemed not in the best interest of the Tournament or amateur hockey.
All decisions of the Tournament Rules Committee are final.
No protests will be considered during the Tournament. However, the Tournament Rules Committee will consider any logical suggestion.
Any situation not covered by these rules will be decided by the Tournament Rules Committee and all decisions will be final.
 

Tournament Headquarters are located upstairs in the office overlooking the stadium at the Pownal Sports Centre
